Tomorrow.io is seeking a Senior Manager of International Programs to lead complex, high-stakes customer delivery engagements across borders and time zones. This is a hands-on operational role, not a governance position—you will personally drive program execution from contract kickoff through post-sale delivery and support.
You will own the full lifecycle of international programs serving national agencies, aviation authorities, major organizations, and enterprise customers operating in mission-critical environments. Your responsibilities span program delivery, stakeholder management, pre-sale support, and governance reporting.
Program Delivery: Own end-to-end program execution including contract translation into executable plans, milestone tracking, scope/schedule/budget/risk management across multiple concurrent programs in diverse regulatory environments, and delivery of all contractual artifacts (documentation, reporting, invoicing, compliance).
Stakeholder Management: Serve as primary customer contact, building direct relationships with decision-makers and technical counterparts globally. Drive internal alignment across Legal, Finance, Product, Science, Engineering, and Customer Success. Navigate international procurement, contracting norms, cultural expectations, and compliance requirements. Manage external partners and subcontractors.
Pre-Sale Support: Participate in deal reviews, validate proof-of-concept scope, ensure technical and financial analysis is complete before commitments. Bring operational perspective on delivery realism, risks, and program requirements. Contribute to proposals where execution credibility is a differentiator.
Governance & Reporting: Report program health, risks, and progress to senior leadership with clear assessments. Build program tracking frameworks and reporting standards. Provide guidance to regionally distributed team members.

REQUIREMENTS:
- 8+ years of hands-on program or project management experience delivering complex technical programs for large-scale customers in demanding environments (national agencies, aviation authorities, major sporting bodies, enterprise organizations, or similar). Must include direct delivery responsibility, not advisory/consulting roles.
- Track record of personally owning and delivering programs end-to-end across international markets in environments without extensive institutional support. You have built structures and processes, not just operated within existing ones.
- Proven ability to manage multiple concurrent programs across different countries, time zones, and regulatory frameworks without losing control of details or timelines.
- Strong cross-functional influence skills. Track record of getting things done through teams you do not manage (engineering, science, legal, product). Ability to align people, resolve conflicts, and create urgency without formal authority.
- Direct experience navigating international operating environments: procurement processes, contracting norms, cultural expectations, and compliance requirements across multiple regions.
- Excellent English communication skills (written and spoken). Ability to write clear program status, run structured reviews, and hold your own with senior stakeholders globally.
- Willingness to travel internationally as programs require. While remote-based, meaningful on-site presence expected when customer relationships or program milestones demand it.
STRONG PLUS:
- Experience in high-stakes, zero-tolerance-for-downtime environments (live event operations, safety-critical systems, real-time data delivery, mission-critical infrastructure).
- Experience with weather, climate, earth observation, environmental monitoring, or related technologies.
- Familiarity with SaaS or Data-as-a-Service delivery models in complex customer environments.
- Experience navigating solicited (competitive tender) and unsolicited (relationship-driven) deal paths in international markets.
- Commercial acumen: understanding deal economics, pricing structures, contract negotiation dynamics, and how delivery decisions affect margin.
- Additional languages relevant to international markets (Spanish, Portuguese, Thai, Bahasa, French, or others).
- Experience in high-growth startup or scale-up environment where you built the operating model while running programs.
