OpenAI's User Operations team is seeking a Regulatory Operations Analyst to help scale and evolve the company's global regulatory and compliance operations from San Francisco. This role sits at the intersection of operations, compliance, and user trust, supporting a global and diverse user base across OpenAI's product suite and developer tools.
You will manage complex regulatory operations with a focus on EU Digital Services Act (DSA) and EU AI Act compliance, as well as regulatory inquiries and complaints across the Americas and Asia-Pacific. Key responsibilities include:
- Handling and resolving complex regulatory and user issues involving regulatory inquiries, audit requests, compliance complaints, and trust & safety incidents across Europe, North America, Latin America, and Asia-Pacific
- Managing cases involving AI governance frameworks (EU AI Act, DSA, Online Safety Act), regional content moderation requirements (EU, UK, Brazil, Indonesia, Australia), and privacy/IP escalations
- Performing risk evaluations and investigations to ensure user safety and regulatory compliance
- Acting as incident manager for sensitive regulatory reviews, coordinating with Legal on interpretation of legal and regulatory standards
- Interfacing with Legal, GRC, Privacy, Product, Policy, and Support teams to coordinate escalations and resolution
- Implementing operational workflows, building tooling, escalation playbooks, and knowledge documentation
- Contributing to vendor training and governance models during transitions
- Monitoring operational health through case audits, SLA tracking, escalation accuracy, and data analysis
This role involves exposure to sensitive content, including complaints involving harassment, fraud, or regulatory violations. Strong personal discretion, empathy, and resilience are essential.
REQUIREMENTS:
- 8+ years of experience in regulatory compliance, legal operations, and trust & safety, preferably in a global or high-growth tech environment
- Demonstrated ability to translate content moderation or online safety requirements into operational workflows and navigate evolving global frameworks related to AI
- Experience partnering with in-house legal counsel, Data Protection Officers, or external regulators on audits, inquiries, or escalations
- Understanding of tiered support structures and experience working with vendor operations at scale
- Structured, automation-first, systems-oriented mindset for operational governance and risk evaluation
- Clear, empathetic, and effective communication skills, especially in writing responses to sensitive issues
- Ability to operate well in ambiguity, manage multiple priorities simultaneously with speed and precision
- Comfort in high-autonomy environments, making sound independent decisions and coordinating effectively across teams and time zones
