Salary: USD 245,000 - 285,000 / annual
Anthropic is seeking a Program Manager for Safeguards Workforce Operations to own the end-to-end lifecycle of the human review workforce that detects and mitigates misuse of Claude. This growing workforce spans full-time staff, contractors, vendors, and BPO partners across multiple harm areas.
In this role, you will:
- Own onboarding, offboarding, device provisioning, and access provisioning for all worker types (contractors, vendors, BPOs)
- Triage and execute inbound requests for new or changing vendor and BPO capacity
- Transform ad hoc or broken processes into scalable, repeatable ones with clear owners, service levels, and systems of record
- Partner with IT and Security on access governance, including least-privilege provisioning, timely revocation, and regular access reviews
- Build and maintain capacity plans with Enforcement leads, translating review demand into workforce needs and adjusting as priorities shift
- Work with Safeguards vendor management to hold partners accountable to capacity and onboarding commitments
- Align practices across Human Data Operations and other teams running scaled human review to streamline workflows
- Help define long-term workforce strategy for Safeguards Enforcement
This is a hands-on role requiring both direct execution and program building. You'll work across multiple teams (IT, People Operations, Security, Contingent Workforce, Human Data Operations) to streamline practices and maintain consistent standards. The landscape moves quickly, priorities change often, and you'll need to move effectively with incomplete information.

Minimum Qualifications:
- Personal hands-on experience running onboarding, offboarding, access, and device provisioning for contractor, vendor, or BPO workforces (not just overseeing)
- Experience operating scaled human review programs with vendors or BPOs (trust & safety, content moderation, data annotation, or similar)
- Demonstrated ability to take broken or ad hoc processes, make them scalable, and bring other teams along in adopting them
- Understanding of capacity planning fundamentals: how volume, handle time, quality targets, ramp, and attrition translate into workforce needs
- Sound judgment on access and permissions; knowing when to escalate to IT or Security
- Ability to move quickly and stay effective when priorities change and information is incomplete
- Ability to build alignment through direct partnership with dependent teams
Preferred Qualifications:
- Direct ownership of vendor or BPO relationships, including service levels and business reviews
- Experience building formal capacity models for review or operations workforces
- Support for workforces across multiple enforcement or harm areas
- Hands-on experience with device management and identity/access tooling
- Experience navigating hypergrowth periods where programs matured alongside organizational scaling
Education: Bachelor's degree or equivalent combination of education, training, and professional experience in a field relevant to the role.
