OpenAI's Critical Harm Operations team is seeking an exceptional Program Manager to build and run durable operating systems for some of the company's most complex safety operations. This role sits within User Safety & Risk Operations and focuses on enforcement systems for Frontier Risk and Material Harm that are accurate, fast, defensible, and scalable.
You will take ambiguous problems, create the right organizational structure, align cross-functional partners, and drive work through execution. The role moves across Critical Harm priorities as needs evolve—you may operationalize national security or violent-activities workflows, support wellbeing and Frontier Risk initiatives, or help scale programs like Trusted Access.
Key responsibilities include: leading strategic operational builds from problem statement to implemented operating model; translating policy, safety, technical, legal, and operational constraints into executable workflows, playbooks, and decision-making structures; coordinating across User Ops leadership, Product Policy, Integrity, Safety Systems, Legal, Product, Engineering, Support, vendors, and other partners; moving in and out of workflows as priorities shift; using operational data and frontline signals to identify bottlenecks and highest-leverage interventions; driving high-priority escalations to closure; creating mechanisms that make programs run well (roadmaps, decision logs, status updates, risk registers, operating reviews); and identifying where AI tools, automation, and simpler workflows can improve speed and scale.
Ideal candidates have 8+ years in program management, strategy and operations, product operations, technical program management, trust and safety, support operations, risk operations, or related fields. You should have a track record of taking complex, ambiguous work from problem framing through launch and scaled operation. You are unusually organized, sharp, and execution-focused; can manage many moving pieces without losing sight of critical decisions; build trust and drive alignment without direct authority; are technically and analytically fluent enough to reason about data flows, dashboards, tooling gaps, automation, and failure modes; communicate clearly with technical, operational, policy, and executive audiences; operate calmly in fast-moving environments; and learn new domains quickly. Experience with vendor operations, QA programs, launch readiness, workflow automation, AI-assisted operations, customer support, or high-stakes scaled operations is valuable. Deep expertise in national security, violence, or severe-harm domains is a nice-to-have.
