OpenAI's Critical Harm Operations team is seeking an exceptional Program Manager to build and run durable operating systems for frontier risk and material harm enforcement. This role sits within User Safety & Risk Operations and focuses on turning policy intent into operational readiness through review standards, quality systems, escalation paths, and cross-functional operating models. You will lead strategic operational builds across priority workflows—from problem statement through implemented operating model—including scope definition, owner assignment, milestones, risk identification, and success measures. You'll translate complex policy, safety, technical, legal, and operational constraints into executable workflows, playbooks, escalation paths, and decision-making structures that teams can operationalize. Key responsibilities include coordinating across User Ops leadership, Product Policy, Integrity, Safety Systems, Legal, Product, Engineering, Support, and external vendors to resolve dependencies and maintain momentum on critical work. You'll move fluidly between workflows as priorities shift—standing up new programs, stabilizing operations, improving handoffs, and transitioning ownership to appropriate teams. You'll use operational data and frontline signals to identify bottlenecks, quality gaps, capacity constraints, and highest-leverage interventions. You'll drive high-priority escalations and cross-functional decisions to closure with clear context, accountable owners, and durable follow-up mechanisms. You'll create the infrastructure that enables programs to scale: roadmaps, decision logs, status updates, risk registers, operating reviews, and executive communication. Ideal candidates have 8+ years in program management, strategy and operations, product operations, technical program management, trust and safety, support operations, risk operations, or related fields. You should have a track record of taking complex, ambiguous work from problem framing through launch and scaled operation. You're unusually organized, sharp, and execution-focused—able to manage many moving pieces while keeping critical decisions in focus. You build trust and drive alignment across teams without direct authority, maintain clear ownership and accountability, and communicate effectively with technical, operational, policy, and executive audiences, especially when tradeoffs are sensitive or evidence is incomplete. You're technically and analytically fluent enough to reason about data flows, dashboards, tooling gaps, automation, and failure modes. You operate calmly and flexibly in fast-moving environments, learn new domains quickly, and are comfortable with high-severity or sensitive work. Experience with vendor operations, QA programs, launch readiness, workflow automation, or AI-assisted operations is valued. Background in customer support, high-stakes scaled operations, or deep expertise in national security or severe-harm domains is a plus.
