Salary: USD 118,000 - 149,000 / annual
Instacart is seeking a Program Manager for Contingent Workforce to build and mature the governance, policy, and program infrastructure around its growing external workforce. The role sits at the intersection of vendor management, workforce planning, and risk, reporting to the Head of Talent and collaborating closely with Finance, Legal, Accounting, and IT.
In the first year, you will transform a newly launched MSP/VMS platform (Beeline + Monument) into a fully governed, scalable program. Key deliverables include: establishing governance frameworks and standard operating procedures; managing the approved supplier network and owning onboarding/offboarding to ensure compliance with rate, classification, and worker frameworks; developing worker classification and tenure management policies that are SOX audit-ready; driving organizational adoption through communications and enablement; and building a roadmap for international expansion via centralized EOR and platform enhancements.
You will be the primary Instacart point of contact for Monument (MSP) and Beeline (VMS), ensuring every supplier operates within company standards. This is a program-building role in an ambiguous, fast-moving environment where you will write the playbook rather than execute against an existing one.
Required: 7+ years in program management, operations, or workforce management with a track record of building programs from scratch; experience managing vendor or supplier relationships in staffing, MSP, or VMS contexts; strong process development and operating model design skills; proven ability to drive cross-functional alignment; and exceptional communication and executive-level influencing skills.
Preferred: experience with contingent workforce platforms (Beeline, SAP Fieldglass, Workday); familiarity with employment law, worker classification, or SOX compliance; HR/Talent/People Operations background; or experience with international workforce programs and EOR engagements.
