Endurance Energy is building modular subsea geothermal power plants to convert thermal resources beneath the ocean into baseload power. The company is backed by top-tier VCs including Founders Fund, Felicis, and First Round Capital, with a founding team from SpaceX, Helion, Blue Origin, and Apple. They have completed multiple deep-ocean deployments and are launching a long-term demonstration project.
As Policy and Operations Manager, you will be the execution engine for Endurance's highest-priority policy, permitting, and environmental initiatives. Working directly with the Director of Environmental Affairs and Director of Policy & External Affairs, you will own discrete special projects from conception to completion—permit applications, comment letters, regulatory strategy memos, agency briefings, and stakeholder engagement plans.
Key responsibilities include: managing special projects end-to-end with limited oversight; tracking and analyzing federal, state, and international legislative activity and rulemakings relevant to geothermal, offshore energy, and ocean policy; drafting policy and regulatory materials (memos, talking points, comment letters, testimony, presentations); supporting permitting and environmental review including NEPA documentation and state/local approvals; maintaining internal tracking systems for permitting status and regulatory deadlines; coordinating across engineering, operations, legal, and commercial teams; preparing Directors and executives for agency, congressional, and stakeholder engagements; managing outside consultants and counsel; supporting coalition work and trade associations; identifying federal and state funding opportunities; and representing Endurance in Washington when Directors are unavailable.
You will have unusual exposure for the level: drafting materials for agency meetings, staffing Directors inside them, and owning follow-through. Expect regular travel to Seattle and periodic visits to deployment sites in the Pacific Islands, Japan, and Taiwan (15–25% travel).
Required: 2+ years in policy, government affairs, environmental permitting, regulatory affairs, or program management (Hill, agency, trade association, consulting, NGO, or in-house developer experience all qualify); based in DC area with in-person agency/Hill access; working knowledge of federal environmental review and permitting (NEPA plus at least one of ESA, MMPA, CWA, OCSLA, Magnuson-Stevens, Rivers and Harbors, or state coastal zone management); demonstrated track record running multi-contributor projects to hard external deadlines; clear, direct writing under pressure with examples for policymakers/regulators; ability to absorb and accurately represent unfamiliar technical material; comfort with ambiguity and incomplete data; sound judgment with sensitive information; bachelor's degree in public policy, political science, environmental policy/science, law, marine affairs, or related field; willingness to travel 15–25%.
Preferred: experience with offshore/ocean regulatory frameworks (MMA, NOAA/NMFS, USACE, EPA, state coastal commissions); permitting first-of-a-kind or pre-commercial energy infrastructure; familiarity with geothermal, offshore wind, marine energy, or subsea operations; Hill, appropriations, or authorizing-committee experience; exposure to international permitting in geothermal jurisdictions.
