Quindar is seeking a People Operations Manager to oversee the complete employee lifecycle—from recruiting and onboarding through ongoing support and offboarding. This is a hands-on, broad role combining human resources, hiring, event planning, workplace programs, and employment compliance. You will serve as a trusted resource for employees and managers, ensuring people practices are organized, consistent, compliant, and aligned with company culture. The role requires comfort shifting between strategic projects and day-to-day execution, with a focus on creating scalable processes that preserve a thoughtful employee experience as the company grows. KEY RESPONSIBILITIES People Operations & Employee Experience: - Manage the full employee lifecycle: onboarding, employee changes, leave, benefits administration, and offboarding - Serve as primary point of contact for employee questions and concerns - Maintain accurate employee records, policies, templates, and internal documentation - Coordinate benefits enrollment, renewals, and employee communications with brokers and vendors - Support performance reviews, compensation reviews, engagement initiatives, and professional development - Guide managers on employee relations and people-management questions - Build scalable processes that maintain high-quality employee experience during growth - Manage relationships with HR, benefits, payroll, recruiting, and employment vendors Compliance & Risk Management: - Maintain compliance with federal, state, and local employment requirements - Coordinate required filings, notices, workplace postings, training, and recordkeeping - Keep employee handbooks and policies current in partnership with legal counsel - Support compliance across hiring, worker classification, compensation, leave, benefits, accommodations, and terminations - Track employment requirement changes and recommend policy updates - Support employment audits, diligence requests, and government/customer reporting Recruiting & Hiring: - Partner with hiring managers to define roles, create job descriptions, and develop hiring plans - Manage job postings, applicant tracking, interview scheduling, and candidate communications - Source and screen candidates for selected roles - Design organized, equitable interview processes with scorecards and interviewer guidance - Coordinate offers, reference checks, background checks, and pre-employment requirements - Monitor recruiting metrics and improve time-to-hire, candidate experience, and hiring quality - Develop talent pipelines and strengthen employer brand Events & Culture: - Plan and execute company offsites, team gatherings, celebrations, and employee events - Manage event logistics: schedules, venues, travel, lodging, catering, vendors, budgets, communications - Develop programs and rituals that strengthen connection and collaboration - Gather employee feedback to improve events and overall employee experience - Support internal communications and company-wide meetings REQUIREMENTS Must-Have: - 4+ years of experience in people operations, human resources, recruiting, or related role - Experience independently managing multiple stages of the employee lifecycle - Experience in a startup, technology company, aerospace company, or other highly regulated environment - Working knowledge of U.S. employment practices and compliance requirements - Experience coordinating recruiting processes and delivering strong candidate experience - Demonstrated ability to plan complex events, manage vendors, and stay within budget - Strong written and verbal communication skills - Excellent organization, follow-through, and attention to detail - Sound judgment and ability to handle sensitive situations with empathy and discretion - Practical, service-oriented approach paired with willingness to improve inefficient processes - Comfort working in fast-moving environment where priorities evolve - Proficiency with HRIS, applicant-tracking, payroll, benefits, and collaboration tools - U.S. citizenship, lawful permanent residency, refugee status, or asylee status (ITAR requirement) Nice-to-Have: - Experience supporting distributed, hybrid, or multi-state workforce - Experience with professional employer organizations or employer-of-record providers - Familiarity with immigration coordination, government contracting requirements, or security-related workforce processes - Experience implementing or migrating HR systems - Relevant certification (SHRM-CP, SHRM-SCP, PHR, or SPHR)
