OpenGov is seeking a Manager II, Professional Services to lead a team of Implementation Analysts and Consultants responsible for delivering complex government ERP implementations. This role owns end-to-end delivery performance, including hiring, onboarding, performance management, and career development for direct reports.
Key responsibilities include translating delivery strategy into scalable operational processes, establishing implementation standards and quality benchmarks, and driving portfolio health through utilization tracking and risk management. The manager serves as the escalation point for complex implementation challenges involving data transformation, platform configuration, and cross-product workflow design. Cross-functional collaboration with Sales, Product, Engineering, and Customer Success is essential to improve delivery quality and resolve systemic issues.
The role requires strong customer engagement at all organizational levels, from end users to executive stakeholders, to understand pain points and ensure high-satisfaction implementations from kickoff through go-live. The manager identifies portfolio-wide patterns and develops scalable solutions including process improvements, tooling enhancements, and methodology updates. Building team culture, accountability, and continuous development is critical, as is contributing to PS operational strategy and supporting recruiting and ramp planning.
Required qualifications include a bachelor's degree (or equivalent), 5+ years of project delivery experience in SaaS or technology implementation, demonstrated people management experience with performance management and coaching, and proven ability to manage complex multi-project portfolios. Strong technical acumen in data preparation, system configuration, workflow logic, and product architecture is essential. Candidates must communicate effectively with internal teams and external customers, think analytically about complex workflows, and make sound decisions in ambiguous situations. Approximately 25% travel is required.
Preferred experience includes government agency implementations, familiarity with government budgeting/finance solutions, procurement, permitting, licensing, or asset management domains, GIS software experience, and strong Excel skills including VLOOKUP, pivot tables, and ETL/workflow automation tools.
