Salary: USD 198,720 - 260,820 / annual
Oscar Health is seeking a Head of Network Recruiting to lead strategic provider sourcing and network expansion efforts. In this role, you will drive the recruitment of non-anchor providers, Essential Community Providers (ECPs), and Federally Qualified Health Centers (FQHCs) to expand and improve Oscar's payer network. You will directly support network adequacy standards, improve patient access, and enhance overall network performance.
Key responsibilities include architecting targeted network expansion strategies and leading end-to-end recruitment plans for medical groups and community providers to meet geographic growth and access goals. You will monitor regional provider density and access metrics to identify and close gaps against state, federal (CMS), and product-level adequacy standards. Collaboration is central to the role: you will partner with Network Contracting, Network Strategy, and Market Leadership teams to align provider recruitment targets with regulatory requirements and broader commercial, ACA, and Medicare growth initiatives.
You will track recruitment pipeline velocity and team productivity, using network design analytics to monitor throughput and address regulatory coverage gaps. Building and leading a high-performing team of network development professionals is essential—you will mentor both employees and contractors while fostering a culture of accountability, operational thoughtfulness, and continuous improvement. You will report to the Senior Vice President of Network & Provider Management.
The position is based in Oscar's New York office with a hybrid schedule requiring 3 days in-office per week. Thursdays are mandatory for team meetings and events; the other two office days are flexible. Travel up to 15% is required.
REQUIREMENTS:
- Bachelor's degree in Healthcare Administration, Business Administration, Public Health, or related field
- 12+ years of experience in the healthcare industry
- 5+ years of progressive leadership experience in provider network development, network operations, or provider recruitment within a health plan, MSO, or health system
- Experience engaging and contracting with community health centers, FQHCs, and independent provider groups
- Demonstrated understanding of CMS and state-level network adequacy requirements and access-to-care standards
- Experience managing multi-departmental workflows across contracting, legal, operations, and market leadership teams
- Experience using network management platforms (e.g., Quest Analytics) and CRM tools to drive recruitment strategy
