TrueLayer is Europe's fastest-growing Pay by Bank network, operating across 22 countries with over $300 million in funding from investors including Stripe, Tiger Global, Northzone, and Tencent. The company powers smarter, safer, and faster payments by combining real-time bank payments with financial and identity data for e-commerce, iGaming, and financial services businesses.
The Head of Finance (PCF-11) role is a senior, semi-autonomous position responsible for the financial resources, financial reporting, and safeguarding of customer funds for TrueLayer (Ireland) Limited. You will report to the TIL Board on regulatory and safeguarding matters while receiving day-to-day support from the Group VP of Finance and centralised Group Finance team for transactional support.
Key Responsibilities:
**Regulatory Accountability**: Hold the PCF-11 Head of Finance function, meeting Central Bank of Ireland Fitness & Probity standards. Serve as the credible point of contact for the CBI on finance and safeguarding matters, maintaining personal and professional standards consistent with CBI Conduct Standards and the Individual Accountability Framework.
**Safeguarding**: Own end-to-end responsibility for customer fund safeguarding under EU Payment Services Regulations. Oversee daily internal and external reconciliations, manage relationships with safeguarding banking partners (e.g. ClearBank), own the annual internal safeguarding audit, and escalate any breaches or control weaknesses to the Board and CBI.
**Financial Reporting & Control**: Own statutory financial statements, management accounts, and Board reporting. Lead annual financial statement audits, maintain robust financial controls and policies, and prepare financial and safeguarding reporting for the TIL Board and Audit Committee.
**Regulatory & Prudential Reporting**: Own TIL's regulatory reporting calendar to the CBI (prudential returns, safeguarding returns, periodic submissions). Monitor capital and liquidity positions against regulatory requirements and stay abreast of regulatory developments affecting finance and safeguarding.
**Business Partnering**: Act as the local finance lead, working with Group CFO, FP&A, and Dublin leadership on budgeting and forecasting. Bring a hands-on approach, balancing strategic Board-level reporting with detailed delivery. Support internal and external audits (SOC 2, ISMS/ISO 27001, GRC) in coordination with Risk and Compliance.
**AI-Driven Efficiency**: Actively develop use of AI tools (including TrueLayer's Dust platform) to automate routine reconciliation, reporting, and audit-evidence tasks. Identify high-volume finance tasks suitable for AI-assisted automation while maintaining appropriate human oversight and control validation.
You will be the face of finance for TIL, the named PCF holder accountable to the Central Bank of Ireland, and the point of contact the Board, auditors, and regulator turn to for assurance on numbers and safeguarding.
**Requirements**:
- Previously held a Pre-Approval Controlled Function (ideally PCF-11 or equivalent senior finance/regulatory role) and understand CBI Fitness & Probity regime requirements
- Qualified accountant (ACA/ACCA/CIMA or equivalent) with strong technical grounding in financial reporting, statutory accounts, and audit management, ideally in regulated financial services, payments, or fintech
- Practical experience with client asset or safeguarding regimes (e.g. CASS, EU Payment Services Regulations) including reconciliation controls, banking relationships, and audit requirements
- Comfortable owning a function end-to-end in a lean setup, balancing strategic Board-level reporting with hands-on delivery
- Confident presenting to Boards and Audit Committees, engaging with external auditors and the CBI, and partnering with Group functions (Compliance, Risk, MLRO, FP&A)
- Must meet CBI suitability requirements and obtain CBI approval for a PCF role (mandatory)
**Nice-to-Have**:
- Growth mindset suited to a scaling business with track record of building and improving processes
- AI fluency and curiosity with experience using AI tools in day-to-day work and introducing AI-driven process improvement
- Interest in being hands-on owner of finance and safeguarding for a single entity rather than managing large teams
