Overland AI, founded in 2022 and headquartered in Seattle, is transforming land operations for modern defense through software-defined, off-road ground vehicle autonomy. The company has secured eight-figure contracts across the Department of Defense and built trusted partnerships with DARPA, the U.S. Army, Marine Corps, and Special Operations Command. Backed by prominent defense tech investors including 8VC and Point 72, Overland AI is strengthening national security by iterating closely with end users engaged in tactical operations.
We are seeking a Government Contracts Manager to act as a strategic business partner, bridging rapid commercial software iteration with complex federal acquisition. You will lead the administration, compliance, and strategic management of the company's U.S. Government, prime contractor, and subcontractor agreements, working as a trusted adviser who balances mission execution, commercial objectives, and regulatory compliance.
Key Responsibilities:
Contract Administration and Strategy: Own the lifecycle administration of prime contracts, subcontracts, task orders, and IDIQ vehicles. Review solicitations, RFIs, RFPs, RFQs, teaming agreements, and NDAs to identify and mitigate business, legal, operational, and data-rights risks. Support negotiation of contract terms, modifications, and FAR/DFARS flow-down requirements, escalating material risks to legal and executive leadership. Maintain complete, accurate, and auditable contract files, tracking key milestones, periods of performance, funding, and deliverables. Manage contract changes, claims, requests for equitable adjustment (REAs), and performance issues in coordination with program management and finance.
Proposal, Capture, and Portal Management: Partner with capture teams to build winning, compliant proposals and manage the company's interface with federal contracting systems. Advise capture and proposal teams on solicitation requirements, contract types (fixed-price, time-and-materials, cost-reimbursement), representations and certifications, and risk allocation. Review proposal content for contractual accuracy, responsiveness, and alignment with company commitments. Administer the company's SAM.gov registration, maintaining accurate representations, certifications, and entity information. Manage company access, user roles, and compliance submissions across federal contracting portals including PIEE, WAWF, EDA, and GSA systems.
Compliance, Risk, and Scale: Design and implement lightweight, scalable processes ensuring compliance without slowing engineering and operational teams. Interpret and apply FAR, DFARS, and agency-specific clauses to Overland AI's business model. Establish and improve practical contracting processes, templates, playbooks, and internal controls appropriate for a fast-growing contractor. Partner with cross-functional teams to administer compliance requirements related to cost and pricing, procurement integrity, organizational conflicts of interest (OCIs), export controls, cybersecurity, and Controlled Unclassified Information (CUI). Support internal and external audits, customer reviews, and government inquiries, including interface with DCAA and DCMA where applicable.
Cross-Functional Collaboration: Serve as the central node connecting technical, financial, and operational teams to streamline contract execution. Translate complex contractual and regulatory requirements into actionable guidance for engineering, program management, and finance teams.
Requirements:
- 7+ years of government contracts management experience, preferably in the defense or aerospace sector
- Deep knowledge of FAR, DFARS, and federal acquisition regulations
- Demonstrated experience managing prime contracts, subcontracts, and task orders with the U.S. Department of Defense
- Strong understanding of cost and pricing, procurement integrity, organizational conflicts of interest (OCIs), export controls, and Controlled Unclassified Information (CUI) compliance
- Experience with federal contracting portals (SAM.gov, PIEE, WAWF, EDA, GSA systems)
- Familiarity with DCAA and DCMA audit processes
- Excellent written and verbal communication skills, with ability to translate complex regulations into actionable guidance
- Ability to work collaboratively across technical, financial, and operational teams
- Preferred: Certified Professional Contracts Manager (CPCM), NCMA certification, or equivalent professional credential
- Must be able to comply with U.S. export control laws; position may involve access to export-controlled technology
