Tomorrow.io is seeking a Deputy Program Manager to support overall project management for a contracted NOAA program. This is a full-time, key personnel role responsible for ensuring the program is organized, compliant, well-coordinated, and able to execute effectively across task orders, technical teams, subcontractors, and government stakeholders.
As the prime-contractor program manager, you will be accountable for ensuring Tomorrow.io delivers against contract requirements, task order commitments, subcontractor dependencies, reporting obligations, and customer expectations. You will drive strong operational discipline across the program, including clear schedules, accurate reporting, well-managed risks, documented decisions, timely deliverables, and coordinated execution.
Key responsibilities include supporting project management across IDIQ and task order levels; managing the PMO operating cadence with kickoff meetings, biweekly progress meetings, and leadership reviews; maintaining the Integrated Master Schedule with milestones, dependencies, and deliverables; developing and maintaining core program artifacts such as the Project Management Plan, communication plan, staffing plans, risk register, and action-item tracker; driving task order implementation including scope confirmation, resource planning, and risk management; coordinating across technical leadership and corporate functions; partnering with Ops on contract execution requirements including labor visibility and compliance; maintaining visibility into program risks and escalating items affecting cost, schedule, quality, or stakeholder expectations; preparing customer briefings and progress reports for NOAA and Tomorrow.io leadership; and ensuring program records are maintained in approved systems.
You will need 5+ years of experience in project management, program management, technical program management, or government program execution. Experience managing complex programs with multiple workstreams, stakeholders, schedules, and reporting requirements is essential. Knowledge of NOAA's NWP modeling suites and experience supporting government contracts, federal programs, and task orders is required. Strong project management discipline, written and verbal communication skills, and proficiency with tools like Jira, Confluence, GitHub Projects, or similar systems are critical. You should be able to operate effectively in a fast-moving environment with ambiguity and shifting priorities.
Preferred qualifications include experience managing software, cloud, data, scientific, engineering, aerospace, weather, or federal technology programs; working with NOAA, NASA, DoD, or other federal science/technology agencies; and familiarity with federal contract compliance and subcontractor management.
