Shepherd is rebuilding commercial insurance with software, data, and AI. The company partners with established insurers to provide coverage for critical infrastructure projects (data centers, energy, hospitals, schools). Shepherd has 630+ customers, $500B+ in insured project value, and recently closed a $42M Series B (total funding $67M). As Compliance Lead, you will own and manage Shepherd's rate and form filing process nationwide across all 50 states. This is a high-impact role at a moment of significant growth: the company is adding a second carrier partner and expanding into new verticals beyond construction and renewable energy, across Casualty, Inland Marine/Builders Risk, and Workers' Compensation product lines. Key responsibilities: - Own the complete rate and form filing lifecycle across all 50 states for casualty, inland marine/builders risk, and workers' compensation programs. - Prepare, assemble, and submit filing packages in collaboration with carrier partners and actuaries, including drafting rate pages, rule pages, form schedules, actuarial memoranda, and explanatory memos. - Serve as primary point of contact during filing lifecycle: respond to state objections, manage information requests, and track approvals to closure. - Implement approved forms in Shepherd's underwriting platform: upload forms, configure rules and fill-in fields, test policy attachment and population, and troubleshoot with customer experience and engineering teams. - Maintain Shepherd's library of filed forms, rates, and rules; ensure consistency between filed content and issued policies. - Draft new forms and endorsements; revise existing ones in collaboration with technical underwriting leads and leadership to support product expansion. - Serve as escalation point for underwriting and customer experience teams on forms and policy issuance questions. You'll report to Shepherd's Director of Compliance and work cross-functionally with underwriters, engineers, actuaries, and customer experience teams. The role emphasizes collaboration, attention to detail, and the ability to manage concurrent filings across multiple states and product lines. REQUIREMENTS: - 7+ years of hands-on experience in insurance regulatory/compliance work, specifically focused on rate and form filings in casualty, workers' compensation, or inland marine/builders risk programs. - Proven track record drafting insurance policy forms and endorsements, ideally in commercial casualty. - Hands-on SERFF filing experience, including building filing exhibits and supporting documentation. - Direct experience working with state insurance regulators, including responding to objections and managing filings through approval. - Strong organizational skills and attention to detail; comfort managing concurrent filings across 50 states. - Working knowledge of state insurance regulatory frameworks. - Ability to help colleagues across the organization (from insurance newcomers to veterans) understand forms and regulatory issues.
