Binance is seeking a senior Risk Manager to support the Head of Risk for the Abu Dhabi Global Market (ADGM) entities—the Regulated Clearing House (RCH) and Regulated Investment Exchange (RIE). This is a hands-on, senior practitioner role that carries the analytical and operational weight of the risk function for both entities. The role is critical to Binance's regulatory commitments in Abu Dhabi, where the Financial Services Regulatory Authority (FSRA) has made dedicated senior risk capacity an explicit supervisory expectation.
Key responsibilities include:
• Drafting, maintaining, and operationalizing the risk policy suite across RIE and RCH (Risk Management Framework, Credit Policy, Margin Policy, Collateral Policy, Stress Testing Policy). Translate FSRA rulebook requirements into executable policy and maintain traceability mapping between policies and regulatory obligations.
• Serving as the operational coordinator for regulatory submissions and engagement: prepare prudential reporting deliverables, coordinate inputs across Finance and business teams, maintain engagement calendars and information-request trackers, and prepare regulatory notifications and inquiry responses for the Head of Risk.
• Owning the risk management toolkit: risk identification and assessment methodologies, KRI dashboards with thresholds, risk register and taxonomy maintenance, and risk reporting for governance forums.
• Building and running the stress testing programme: scenario design and calibration, stressed liquidity and capital measures, reverse stress testing, and quarterly stress test cycles.
• Developing and maintaining margin and collateral risk methodologies: collateral haircut calibration (volatility and volume-based components, liquidity tiers), concentration and shortfall metrics, and parameter governance materials.
• Supporting prudential risk assessment within incident escalation: mapping incidents to notification limbs, preparing Decision Records on risk materiality, and drafting risk sections of post-incident reviews. Standing member of the incident bridge.
• Operating the model inventory: maintaining model documentation, running performance monitoring and validation reviews, and preparing model risk reporting for the Risk Committee.
• Owning risk data infrastructure: risk engine outputs, exposure aggregation, limit monitoring, reconciliation between risk systems and business systems, and managing data quality issues and uplift requests.
• Preparing risk committee and governance papers, monitoring risk appetite, escalation tracking, and engaging business lines as the risk counterpart for new product assessments, limit requests, and parameter changes.
The role reports directly to the Head of Risk and is the senior hire in building out dedicated risk capability for the ADGM entities.
Requirements:
• 10+ years in risk management within regulated financial institutions (investment banking, clearing house, exchange, prime brokerage, collateralised lending, or equivalent market-infrastructure environments).
• Strong quantitative skills with hands-on methodology experience: stress testing design, VaR or tail-risk measures, collateral haircut frameworks, market impact or liquidation analysis. Ability to build models, not only run reports.
• Experience with risk data engineering realities: exposure aggregation, reconciliation between risk and business systems, and data quality remediation.
• Clear, structured written and verbal communication. Ability to produce decision-ready papers, regulatory submissions, and model documentation. Comfortable presenting to senior management.
• Demonstrated ability to work independently on ambiguous problems and define frameworks when policy exists only in outline.
• Comfort working in a high-growth, highly regulated environment where standards, processes, and controls continue to evolve.
• Natural curiosity about financial markets, digital assets, market structure, and emerging risk themes.
• Based in Abu Dhabi; presence at ADGM premises as required.
• Desirable: experience engaging with regulators on prudential or market-conduct matters; familiarity with ADGM/FSRA/CBUAE/DFSA/MIFID rulebooks; CFA/FRM or equivalent certification.
