Salary: USD 70,000 - 90,000 / annual

Via Transportation is a public transit technology platform serving hundreds of agency partners globally. The company transforms traditional transportation systems into smart, data-driven networks. As People Operations Associate, you will support Via's local Rochester team and Central Region services. This hands-on role focuses on supporting frontline employees through HR processes including policy implementation, compliance, employee support, and real-time issue resolution while fostering a positive workplace culture. Key Responsibilities: - Own end-to-end employee lifecycle processes: onboarding, off-boarding, pre-employment requirements, and documentation - Manage workers' compensation and unemployment claims with timely processing and compliance - Serve as trusted employee advocate providing day-to-day support, handling inquiries and investigations - Lead employee engagement and recognition initiatives - Support payroll processes and administer employee benefits including open enrollment - Maintain accurate employee records and ensure policy/regulatory adherence - Partner on recruiting efforts including interviews, offers, and pre-hire screenings - Lead sensitive employee relations matters including terminations and documentation - Represent company externally at job fairs and community events - Act as liaison with local partners and vendors - Collaborate with central HR teams on best practices and process improvements This is a 5-day per week in-person role based in Rochester, MN with regular travel to other sites. Requirements: - Minimum 3+ years experience in HR operations, employee relations, talent acquisition, or similar role - Experience working with unionized employee populations and understanding of collective bargaining agreements - Knowledge of employment laws and regulations (FMLA, ADA, FLSA, etc.) - Strong interpersonal and communication skills with ability to handle sensitive situations - Detail-oriented and highly organized with process-driven mindset - Proven ability to work in fast-paced environment and manage multiple priorities - Comfortable with ambiguity and flexible in adapting to changing needs - Based in Rochester, MN area and comfortable working in-person 5 days per week - Union experience is a plus
