Oscar Health is seeking a Manager, Medical Economics Tooling to join the Actuarial team. This is a hands-on technical leadership role focused on designing dashboards, business-intelligence solutions, and analytical products that make medical cost, utilization, membership, risk, and financial performance transparent and actionable.
You will be responsible for translating Medical Economics and actuarial needs into trusted metric logic, curated datasets, visualizations, recurring analyses, and automation. The role requires strong hands-on development capability using BI and data-development tools, SQL, Python, or comparable code. You will partner with stakeholders to define requirements, translate approved methodologies into reliable solutions, and own complex products through launch, maintenance, and improvement.
Key responsibilities include:
- Designing and building dashboards, BI solutions, reusable metric logic, curated datasets, and automation using SQL, Python, or comparable tools
- Translating stakeholder requirements and actuarial methodologies into maintainable analytical solutions while preserving approved definitions and financial tie-outs
- Owning complex solutions through the full development lifecycle: requirements, prototyping, development, testing, UAT, deployment, monitoring, and enhancement
- Partnering with Medical Economics, Actuarial, Finance, Data, BI, and business stakeholders to understand decision support needs and manage dependencies
- Applying and strengthening development and product standards, including validation, code review, documentation, data freshness, and change management
- Providing technical leadership through design and code review, mentoring colleagues, and guiding matrixed contributors in development, data analysis, visualization, and governed delivery practices
- Communicating solutions and insights through operational and executive readouts, representing Medical Economics in cross-functional forums
At the L5 level, you will contribute technical standards, design and code review, documentation, and mentorship. The role remains hands-on and does not require direct people management. You will report to a Senior Director in Medical Economics.
The position is fully remote and open to US candidates, excluding Alaska, Delaware, Hawaii, Louisiana, Montana, North Dakota, Oklahoma, West Virginia, Wyoming, and US Territories. Occasional travel is required for team meetings and company events.
REQUIREMENTS:
- Bachelor's degree in a quantitative or technical field
- 5+ years of quantitative analysis, business intelligence, actuarial, Medical Economics, healthcare data, or related experience; and/or significant experience in health insurance or another payer environment
- Strong knowledge of medical claims and healthcare coding, including CPT/HCPCS, ICD-10, and DRGs, as well as pharmacy, authorization, membership, premium, risk adjustment, completion, or financial-performance data
- Advanced hands-on proficiency with SQL and at least one general-purpose programming language such as Python for data transformation, automation, validation, analysis, and production tooling
BONUS QUALIFICATIONS:
- Demonstrated advanced experience with quantitative problem-solving, coding, technical design, and learning complex healthcare or financial concepts
- Experience owning and leading complex decision-support solutions from requirements through launch and maintenance
- Demonstrated experience designing, building, deploying, and operating dashboards, recurring analyses, data products, or shared metric content
- Experience applying software-development practices including version control, modular code, code review, automated testing, release controls, and technical documentation to production analytical products
- Experience translating ambiguous business needs and quantitative methodologies into technical designs and delivery plans
- Experience leading work across multiple teams or matrixed contributors and communicating with technical, quantitative, and business audiences
- Strong product judgment and process-management skills
- Hands-on proficiency with modern BI or visualization platforms such as Looker, Tableau, Power BI, or comparable tools
- Experience with data-transformation frameworks, workflow orchestration, CI/CD or release automation, and performance optimization
- Experience designing governed metric definitions and shared quantitative infrastructure
- Experience using AI-assisted or large-language-model tools for software development, data analysis, or insight generation
- Associate or Fellow of the Society of Actuaries, or progress toward an SOA credential
