IonQ is a leading quantum computing platform and merchant supplier delivering integrated quantum solutions across computing, networking, sensing, and security. The company is NYSE-listed and works with major partners including Amazon Web Services and AstraZeneca.
You will join IonQ's Government Affairs team as a Government Affairs Manager supporting European operations. Working closely with the Head of International Government Affairs, you will strengthen relationships with policymakers, regulators, government agencies, and industry bodies across Europe.
This is a hands-on, execution-focused role centered on policy research, stakeholder engagement, and strategic coordination. You will monitor political, regulatory, and funding developments relevant to quantum computing and emerging technology; prepare detailed briefing materials and policy analysis; coordinate engagement with government stakeholders; and support IonQ's participation in government programmes, funding opportunities, public-private partnerships, and industry initiatives. You will work across Government Affairs, Commercial, Legal, Communications, and technical teams to ensure coordinated, business-aligned activity.
Key responsibilities include:
- Monitor and analyse policy, regulatory, and funding developments relevant to quantum computing, emerging technology, and IonQ's activities across Europe
- Support engagement with government officials, regulators, industry associations, and external stakeholders, including preparing briefings and coordinating meetings
- Support IonQ's participation in government programmes, funding opportunities, public-private partnerships, and relevant industry initiatives
- Develop clear briefing notes, stakeholder materials, and policy analysis for senior leaders and external engagements
- Coordinate across internal teams to ensure alignment with wider business priorities
The role is based in Oxford with regular travel across Europe required.
REQUIREMENTS:
- Experience in government affairs, public policy, regulation, political advisory work, or related environment (industry, government, trade association, or consultancy)
- Good understanding of European institutions and policy-making processes
- Strong research and written communication skills; ability to produce clear briefing materials and policy analysis
- Confidence engaging effectively with internal and external stakeholders
- Organised, analytical, and proactive; able to operate effectively in fast-moving international environments
- Based in or willing to relocate to the UK; ability to travel regularly across Europe
PREFERRED QUALIFICATIONS:
- Experience in technology, deep tech, defence, semiconductors, or other innovation-led sectors
- Additional European language capability
- Familiarity with government funding programmes, public-private partnerships, or dual-use technology policy
