Salary: USD 200,000 - 300,000 / annual
River Financial is building a trusted financial institution centered on Bitcoin, operating under state money transmitter licenses and pursuing an OCC national trust charter. The Chief Compliance Officer will build and own River's compliance program end-to-end, managing day-to-day compliance and regulatory obligations with rigor, serving as BSA Officer, supporting the charter effort, and acting as a trusted voice with regulators, examiners, and bank partners.
Key responsibilities include:
- Leading and growing River's compliance team, setting standards for operations, hiring, and development
- Serving as BSA Officer, owning BSA/AML and sanctions (OFAC) programs including policy, monitoring, investigations, and reporting
- Building and maintaining compliance policies and procedures across the business, running company-wide training programs
- Owning compliance risk assessment and driving cross-functional project prioritization to address gaps
- Developing and running an independent compliance testing and monitoring function separate from day-to-day BSA monitoring
- Maintaining state money transmitter licenses (MTLs) including renewals and exam readiness, while driving the OCC national trust charter process
- Owning relationships with regulators and compliance leadership at bank partners
- Managing regulatory exams, audits, and third-party assessments from prep through remediation
- Providing compliance sign-off on new products and features before launch
- Building repeatable, scalable compliance systems and processes that support growth
- Advising the executive team and Board on regulatory strategy and emerging risk
- Partnering cross-functionally with Operations, Product, and Engineering to embed compliance into product development
- Modeling River's culture of trust, honesty, and rigor internally and externally
River has raised over $50 million from leading investors including Goldcrest, Kingsway, Polychain, M13, DG, and Valor. The company publicly shares financials and proof of reserves.
REQUIREMENTS:
- Deep experience building and running compliance programs at a regulated financial institution, ideally with BSA Officer experience
- Track record of managing regulatory exams and audits, and building genuine, durable relationships with regulators and bank partners
- Direct experience with OCC processes; charter application experience is a strong plus
- Systems thinking approach: solving root problems and building processes that prevent recurrence rather than patching symptoms
- Strong people leadership with experience building, managing, and developing a team of analysts
- Excellent communication skills, equally comfortable with examiners, the Board, or engineers
- Strategic and proactive mindset, identifying regulatory risk before it arrives
- Client-first mindset, viewing compliance as a way to protect and serve clients while satisfying regulators
